BACKGROUND AND EDUCATION
Mr. Phelan's educational background includes a Bachelor of Science degree in finance which was awarded from the University of Florida in 1974 and his Juris Doctorate degree from the University of Miami School of Law in 1982. Mr. Phelan was born in Curacao, Netherlands, Antilles on June 11, 1952. As the son of a career United States Diplomat, Mr. Phelan lived in Venezuela, Colombia, Guatemala, Canada, and Brazil. As a result, he traveled extensively throughout South and Central America and is fluent in Spanish and familiar with Portuguese.
LEGAL AND PROFESSIONAL ORGANIZATIONS
Mr. Phelan was admitted to the Florida Bar in 1982 and is admitted to the U.S. District Court for the Southern District of Florida, the U.S. District Court for the Middle District of Florida and the 11th Circuit Court of Appeals. He is a member of the Dade County Bar Association (member of Dade County Bar Professionalism Committee, enforcement and mentoring), the Florida Bar (member of Florida Supreme Court Standing Committee on Professionalism), American Bar Association (and has been a member of sections on Corporation, Banking and Business Law, and International Law and Practice), Cuban American Bar Association, and the Inter-American Bar Association. He has also been an active judge participant and advisor at the University of Miami Law School Moot Court, Mock trial, Negotiations and Mediation competitions; has coached moot court for Dade County high school students and is presently a board member and officer of the Hispanic Heritage Council.
